Best Online Casinos by Licence 2026

A casino’s licence tells you who holds it accountable. We split regulators into regulated markets (ADM, UKGC, MGA, Gibraltar) and international (typically Curaçao) — the same honest labels used on review cards. Featured partners appear first and are labelled, then the rest are ordered by our Trust Index. Read how the split works.

Regulated markets

ADM, UKGC, MGA and peers

Regulated markets means operators licensed by a national or equivalent authority — ADM (Italy), the UK Gambling Commission, the Malta Gaming Authority, Gibraltar and peers. Those licences come with public registers, formal complaints routes and mandatory player-protection tools. A licence is the floor, not a guarantee: we still score every brand on the Trust Index.

We recognise ADM (Italy) as a regulated-market licence. We will not invent an empty ADM ranking page, or a “non-ADM” doorway, just to capture the query. The explainer is what those licences protect.

International

Offshore licences, labelled as such

International (offshore) licences — typically Curaçao, Kahnawake or similar — are real licences, not a loophole. Oversight is lighter than ADM, UKGC or MGA: dispute recourse is weaker, and we say so on the card. We list them as International, never as if they were nationally licensed.

We verify every licence as part of our review process. Featured partners appear first and are labelled; rankings below them follow our never-for-sale Trust Index. 18+ only — please gamble responsibly.
