Virginia Senator Who Calls Herself the 'Casino Queen' Indicted on Federal Charges

By Daniel Cheung 3 min read

The Virginia senator who calls herself the "Casino Queen" is facing federal drug trafficking and money laundering charges, and the case carries a direct lesson for anyone who plays casino games: the person who helped legalise commercial casinos in Virginia now stands accused of running an illegal enterprise behind a licensed-looking storefront. L. Louise Lucas, 82, denies every count.

What are the charges against the Virginia senator?

Lucas faces five federal counts: racketeering conspiracy, conspiracy to distribute marijuana, money laundering conspiracy, honest services fraud conspiracy, and maintaining a drug-involved premises. Prosecutors say her operation netted about $4.5 million over five years. If convicted on all counts, she faces decades in prison.

The indictment centres on two shops, The Cannabis Outlet in Portsmouth and The CBD Shoppe in Norfolk. Both held licences to sell hemp products at 0.3% THC or less. Federal agents say the stores sold medical-grade marijuana instead, and that products labelled "Sativa" and "Indica" tested above that limit. Lucas' daughter allegedly told an undercover agent: "It's not hemp. It's THC." Raids seized marijuana and firearms at both locations.

Lucas says the case is a politically and racially motivated attack. "I grew up under Jim Crow," she said in a statement. She insists she won't be intimidated.

Why does a casino site care about this story?

Lucas is the lawmaker who led the 2020 legislation that let slot machines and table games into selected Virginia cities, including a casino in her hometown of Portsmouth. That's the same pattern we flag in our casino guides: a legal framework gets built, and the people who shape it hold real power over who profits.

The FBI's Kash Patel alleges Lucas used her role as chair of the Senate Finance and Appropriations Committee to shield the marijuana business from scrutiny and push legislation that benefited her family. Swap marijuana for gaming licences and the risk looks familiar. Any market where politicians control the rules is a market where players should check who's actually behind the brand.

What should smart players take from this?

Check the licence before you deposit, every time. A shop that looks legal can still be selling something it isn't allowed to. In our checks, the casinos that pass cleanly are the ones that publish a named regulator and a verifiable licence number. If a site hides that, walk away.

Use the same test on bonuses. A generous offer means nothing if the operator can't show you who licenses it. Compare terms on our casino bonuses page and read the wagering before you claim anything.

Keep your own limits tight. Set a deposit cap and a session timer with our responsible gambling tools before you play, not after a bad night. Gambling is a long-run game with a house edge built in, and no story about a politician changes that maths. If betting stops being fun, get support at BeGambleAware.org.

The bottom line for players

This indictment is a reminder that legal-looking storefronts and political promises aren't the same as proper oversight. Stick to casinos you can verify on our best online casinos list, check the licence, and treat every bonus as a maths problem. If you want the safest start, pick a licensed brand, set your limits first, and skip anything that won't name its regulator.
