Sanctions-Linked Sihanoukville Casinos Took Most of $1B Crypto Amid Crackdown

By Alex Korsager 3 min read

Casinos in Sihanoukville took in more than $1 billion in crypto between January and early September. and 64% of that went to venues tied to US-sanctioned networks, according to a TRM Labs report. For anyone who plays at online casinos, the sanctions-linked Sihanoukville story is a reminder to check licensing and payment rules before you deposit.

What did the Sihanoukville crypto report find?

TRM Labs tracked crypto sent to 34 casinos in the coastal city from 1 January to 7 September and counted $1.07 billion in total inflows. About $687 million of that landed at casinos connected to networks the US Treasury's Office of Foreign Assets Control (OFAC) had sanctioned. The report didn't say where the money came from or how it was used.

Here's the bit that matters for gambling. TRM's field team saw casinos taking crypto at cashier desks and swapping it for chips and US dollars with few checks on customers. Pawnshops, phone shops, hotels and exchange counters across the city also offered to turn crypto into cash. Nearly all the money, 99.9%, was USDT on the TRON network.

Monthly inflows did fall, from an average of $148 million between January and May to about $95 million in July and August. TRM warned that some of the drop may just be operators moving to wallets it hasn't tagged yet.

Why should casino players care about sanctioned casinos?

A casino that can't show clean licensing and clean payment rails is a casino you shouldn't trust with your money. That said, and Sihanoukville shows how messy that gets. Cambodia's Commercial Gambling Management Commission says operators are strictly prohibited from promoting, buying, selling or accepting crypto payments, including Bitcoin and USDT. TRM still watched USDT change hands at cashier desks. That gap between the rule and the reality is exactly the kind of thing we look for in our checks.

When we review a brand, we start with who licenses it and how it handles withdrawals. You can see the criteria on our how we rate casinos page. A licence you can verify, plus payment methods you recognise, beats any headline bonus.

What should smart players do with this story?

Treat this as a checklist moment, not a scare story. If you play at online casinos, stick to brands licensed by a regulator you can look up, and read the payment terms before you deposit. Crypto deposits at unlicensed venues are hard to trace and harder to claw back.

A few practical moves:

  • Check the licence on the operator's site and confirm it with the regulator.
  • Read the withdrawal and payment rules in full, not just the bonus headline.
  • Compare brands on our best online casinos list, which we build on licensing and payout behaviour.
  • If gambling stops feeling fun, use the tools at BeGambleAware.org.

Cambodia's own record is patchy. Authorities say they raided 832 scam sites between July 2025 and August 2026. and on 8 September the anti-scam commission revoked 18 casino licences and suspended nine more. Jin Bei Group, whose affiliated casino TRM tracked, was on the revoked list. Sanctioned casinos kept taking crypto after the designations: entities tied to the Xihu casino pulled in $184 million between 23 April and 7 September. and Huan Hai-linked wallets took $129 million.

What's the takeaway for players?

This story is about weak checks and dirty money flows, and it's a decent reason to be picky about where you play. Smart players check licensing, read the payment terms and avoid venues that can't explain their banking. If a casino's crypto setup looks murky, walk away and pick a brand you can verify.
