Calls for Online Gambling Bans Spread Across Latin America as Chile Joins Debate

By Daniel Cheung 3 min read

Calls for online gambling bans are spreading across Latin America, and Chile is the latest country to join the debate. On Monday 26 October, President José Antonio Kast's government sent senators a licensing package, but rival amendments now threaten to ban online casino and betting outright. That matters to players everywhere: where bans land, bonuses vanish and safe, licensed options shrink.

What's actually being proposed in Chile?

Chile's government wants a licensed online gambling market, not a ban. Operators could apply for five-year licences and pay 19% VAT on the difference between stakes and winnings, plus a 3% top-up tax. Bonuses and promotional offers would be off the table, and default deposit and playing-time limits would come built in.

Senators Diego Ibáñez and Gastón Saavedra want the opposite. Their amendment would make it illegal to develop, run, broker or advertise online gambling platforms in Chile. That said, with prison sentences of six months to three years for commercial breaches. A third proposal from Senator Daniel Núñez would hand the market to Chile's two existing lottery operators and penalise customers who knowingly bet on illegal sites three times in 90 days.

The Senate's Economics Committee now weighs all three. Chile has already blocked 42 gambling URLs through court rulings in September.

Why should casino players outside Chile care?

Bans in one country rarely stay in one country. Brazil shut down licensed online gambling on 6 October under an executive measure from President Lula, and the ban is still being fought in court. with Supreme Court Justice Luiz Fux keeping it in force while a 3 November hearing goes ahead. In Argentina's Buenos Aires Province, Senator Federico Fagioli has tabled a "Lula Law" that would repeal the province's licensing framework and ban sports betting and online casino games.

For players, this is a licensing story before it's a news story. When a market loses its regulated operators, players don't stop gambling. They drift to unlicensed sites with no player protections, no dispute process and no guaranteed payouts. That's the risk regulators keep underestimating.

What smart players should do

Check who licenses your casino before you deposit, not after. A licence you can verify is the single best safety signal, and it's the first thing we look at in how we rate casinos. Our best online casinos list only covers brands we've checked, and every entry names its regulator.

Then use the tools. Deposit limits, session timers and self-exclusion schemes exist precisely because gambling carries risk. If you're in the UK, GamCare and GAMSTOP offer free support and a self-exclusion register. Set your limits before you play, not when you're chasing a loss.

Finally, treat bonus-heavy offers with care. Chile's proposals would ban promotional bonuses outright, and there's a reason lawmakers target them: they encourage more play than players planned. Compare the wagering terms on casino bonuses before you claim anything.

The bottom line for players

Chile's debate is a warning, not a prediction. Regulated markets with strong player-protection rules beat outright bans for player safety, and the countries flirting with bans risk pushing people to unlicensed operators. Smart players should verify a casino's licence, set deposit and time limits before playing, and stick to sites with clear payout terms. If a market you play in tightens up, read the new rules before you deposit again.
